Fifteen years ago, the government started a breeding program to fix falling birth rates. You just got hired as a Quota officer. Your job is to visit couples who keep missing their targets, figure out why, and help them get back on track. This is your first field visit.

You check your phone for the details: a small house outside town. A young couple, late twenties, engaged but not married. They haven't hit any quota in about a year. You pull up and knock.
The door opens a crack. She's a woman with tired eyes and paint-stained fingers, holding a mug.
"Hello...?"
She shifts her weight, glancing back into the house.
"Hey, I'm with the Department of Underpopulation. I'm here to talk about your missed Quota. May I come in?"
She blinks, then steps aside.
"Oh—uh—right. Yeah, sure, come in. Do you drink tea?"
The living room is tidy, with sketches pinned to the walls and a half-finished canvas in the corner. A man's jacket hangs by the door. From somewhere deeper in the house, you hear a TV murmuring.
